IFA 2012: Huawei's Emotion UI for Android gets its day at IFA

Concern for making a consumer friendly experience has bled from Huawei's devices into its user interfaces.

The company announced the impending launch of a revamped UI for Android Thursday at IFA 2012 and offered a taste of what's to come.

The Emotion UI, as it's dubbed, aims to please, building on the company's "Design with Empathy" philosophy, according to a media release.

"Emotion UI is a reflection of Huawei's empathic design philosophy - built by consumers for consumers," said Dennis Poon, Huawei Device's global UI design director, in the release.

"The team was very conscious about placing people before technology," Poon said, adding the design team asked consumers what their ideal interactive experience would be like before undertaking the UI.

Putting the 'you' in UI

To that end, Huawei hosted a number of consumer forums and salons to read what was and wasn't working with its devices.

One of the biggest improvements to come out of those powwows and into the UI is a "Smart Tutorial" function, designed to bring first time users up to snuff on how to operate their phone.

In other areas, Huawei's pushing for customization and simplification, as seen in the "Me Widget" property that lets users condense their most go-to information and functions into a single, customized folder.

The homepage is also customizable as are folders for specific apps, though users be warned deleting an app folder takes all contents with it.

Huawei's reportedly come with with 20 Emotion themes available online, accessible to users who don't want one of six pre-loaded Android skins, including an Android 4.0 stock theme.

Poon also told TechRadar during the conference that the company plans to roll out Emotion UI updates monthly, tweaking it as consumers see fit.

Consumers can download the Chinese-only UI Friday, when the company will also ask for feedback on the experience and development process.

Emotion's public release shouldn't be too far off, though the company will announce a date closer to the launch.

Report: Foo Fighters do last show for 'long time'

LONDON (AP) ? Music industry online magazine NME says the Foo Fighters have played their "last show for a long time," but an official familiar with the group says it has more concerts scheduled.

As the group wrapped up a gig in Reading, England, on Sunday, Frontman Dave Grohl told the crowd the tour, in support of its latest album "Wasting Light," would be its last ? a comment that has set fans in the Twittersphere alight with concern.

But the official says Grohl's comments were misinterpreted. The official said on condition of anonymity that the band has four U.S. shows in September and that after that it will take some time off "after touring the world for a year."

Grohl is the former drummer for the hugely successful band Nirvana.

Strikes loom after Lufthansa, union talks collapse

Wage talks between Germany's largest airline Lufthansa and a labor union representing the airline?s cabin crews have collapsed and will result in strikes, union officials said Tuesday.

The strikes could cause hundreds of flight cancellations affecting thousands of passengers.

Back in April, the UFO union demanded a 5 percent wage increase for about 18,000 Lufthansa flight attendants, a profit-related bonus and a guarantee that the German airline will not outsource jobs.

A new round of strikes would be the second this year affecting Frankfurt International Airport and Lufthansa.

Frankfurt Airport officials told NBC News that an air traffic controller strike in February ? when approximately 1,700 flights were cancelled ? cost Europe?s third-largest hub and home base to Lufthansa nearly $5 million.

Costs of a drawn-out stoppage could quickly mount for the airline, which said in 2010 a four-day strike by pilots would cost it 25 million euros ($31.3 million) a day in lost revenue.

"The cost could reach millions on a day with a lot of traffic," Lufthansa board member for passengers business Peter Gerber told reporters on Tuesday.

Gerber said Lufthansa had offered a package equating to a pay raise of about 3.5 percent.

"Given the difficult competitive environment we demand all staff to make their contribution," he said, pointing to the need to slow down pay rises and extend working hours.

He said Lufthansa was prepared to stop hiring temporary workers but not indefinitely as demanded by UFO.

The union -- which wants the?5 percent pay rise for its members after a three-year pay freeze - last week called on members to start preparing for a strike so it could take action as swiftly as possible.

Negotiations between the union and Lufthansa, Germany's leading airline, to end a 13-month pay dispute broke down late on Monday.

Lufthansa, which typically operates around 1,850 flights a day, said it still wanted to negotiate a deal with the union, which has also called for a better profit-sharing scheme and guarantees that jobs will not be outsourced or given to temporary workers.

It said it would give details of its contingency plans only when the union gave strike times, and would do everything possible to minimize disruption.

The move comes as Lufthansa cuts 3,500 jobs - about 3 percent of its global workforce of 117,000 - and freezes investment, aiming to boost earnings which had been squeezed by soaring fuel prices and competition from low-cost and Middle East carriers.

Lufthansa has also shifted the contracts of pilots and flight attendants at carrier Austrian Airlines to a lower-cost subsidiary and has boosted cooperation between its main Lufthansa brand and low-cost carrier Germanwings.

While UFO has said that any airline paying a dividend does not need such drastic cuts, Lufthansa executives last week defended the savings plan, saying the airline needed to take action to maintain its position in Europe.

Lufthansa shares were down 1.5 percent in midday trading.

Utah Valley University?s Woodbury Art Museum will present its 2012 Faculty Showcase through Sept. 22 and will include over 80 new works by full-time and adjunct faculty with the School of the Arts? Department of Art & Visual Communications

The exhibition is free and open to the public.

The faculty show has been a long-standing tradition at UVU, and this year?s show marks the second year the event has been hosted at the Woodbury Art Museum. Works in the exhibition feature a great variety of media from all areas of the art and visual communications department, including: photography, painting and drawing, graphic design, illustration, and sculpture and ceramics.

?The faculty of the Department of Art & Visual Communications have put on an amazing show,? said Melissa Hempel, interim director and curator of the Woodbury Art Museum. ?This exhibition offers a unique opportunity to see current projects by instructors, and acts as an active link between the classroom instruction and faculty?s professional practices.?

Visitors can vote for a Viewers Choice award and the winning area will be announced at the conclusion of the exhibition.

A public reception for the exhibition also will be held on Sept. 6 from 7-9 p.m. at the Woodbury Art Museum.

UVU?s Woodbury Art Museum is open Tuesdays, 11 a.m. to 8 p.m., and Wed.-Sat., 11 a.m. to 5 p.m. The museum is located in the University Mall, 575 W. University Parkway, in Orem, on the second floor between the Gap and the former Nordstrom store that is currently vacant.

WORLD NEWS ? KABUL - Afghan police backed by the national army and the NATO-led troops have killed 17 Taliban militants and arrested 26 others over the past 24 hours across the country, Interior Ministry said in a statement released on Saturday.

?The national police backed by the national army and the NATO-led coalition forces have killed 17 armed Taliban militants and arrested 26 others during series of operations conducted in Kabul, Kunar, Logar, Ghazni and Paktika provinces over the past 24 hours,? the statement contended.

Two more insurgents were wounded during the operations, it further said.? No casualties have been reported on the security forces, it stressed.
Taliban militants fighting the government are yet to make comment.

Eleven months removed from a disastrous finish to their last season and with hopes dashed for this one, the Red Sox Friday hit the re-set button on their franchise. The Red Sox and Dodgers have completed a blockbuster nine-player trade according to Dodgers beat writer Dylan Hernandez.

The deal sends Josh Beckett, Carl Crawford, Adrian Gonzalez and Nick Punto to the Dodgers in exchange for first baseman James Loney, pitching prospect Allen Webster, infielder Ivan DeJesus Jr. and two players to be named later.

According to a baseball source, the Dodgers would absorb the vast majority of salary obligations owed to the four Red Sox players, a figure estimated at $275 million.

It's believed that amount of money transfer is the largest amount ever in a trade between two teams.

Late Friday night, the deal was approved by Beckett -- who has 10-5 rights and can refuse any deal -- and Carl Crawford, whose limited no-trade clause includes the Dodgers.

The deal comes as the Red Sox find themselves with an angry fan base, upset with underperforming, overpaid veterans. A southern Californian and Mexican-American, he'll return closer to his home and could act as a draw for the Dodgers, who are still repairing their image after former owner Frank McCourt damaged the team's brand during his ownership tenure.

In unloading most of the money due Beckett ($31.5 million after this season), Gonzalez ($127 million after this year) Crawford ($102.5 million) and Punto ($1.5 million after this year), the Sox will give themselves the ability to spend the money in a more efficient way.

Presumably, that money will be invested in younger players -- all four of the players in the deal with the Dodgers are over 30 -- and will help the Sox reach the goal of getting under the CBT (competitive balance tax) threshold of $183 million in 2013. The latter will enable the Sox to avoid costly luxury tax payments and make them eligible for refunds from baseball's revenue sharing fund.

The Sox can also use some of the money saved to attempt to extend outfielder Jacoby Ellsbury, who is eligible for free agency after 2013 and perhaps also re-sign DH David Ortiz, who is a free agent again this off-season.

It's doubtful the Sox will invest heavily in this winter's free agent class, which doesn't offer much in the way of front-line starters (except Zack Greinke) or impact position players (other than Josh Hamilton).

The short-term impact of the players from the Dodgers will be minimal.

Taiwan says '50 percent risk' Tembin may return

Taiwan's Central Weather Bureau warned Saturday tropical storm Tembin could return early next week after triggering the worst downpour in over a century on the island's southernmost tip.

Tembin, initially characterised as a "severe" typhoon by the Hong Kong Observatory, swept across southern Taiwan Friday before moving out to sea.

"There is roughly a 50 percent risk Tembin could affect Taiwan again on Monday or Tuesday depending on its path," forecaster Lin Bin-yu said.

Tembin's future course hinged partly on Bolaven, another typhoon which was not expected to head directly to Taiwan, he said.

Tembin unleashed precipitation in southern Pingtung county that was described as the worst in more than a century.

While weather bureau data showed Pingtung as a whole had received 724 millimetres (29 inches) of rain since Wednesday, the township of Hengchun saw rainfall of over 600 millimetres on Friday alone.

"In Hengchun, it's a record amount of rainfall since 1896," said Hsieh Ming-gung, a forecaster with the weather bureau. Hengchun has a population of about 30,000 and forms Taiwan's southernmost tip.

Television footage showed scenes from villages in Pingtung county, where pedestrians were walking through ankle-deep water, while workers removed debris left by floods.

"Flooding in the Hengchun area Friday was very serious, and worse even than Morakot," said Chen Cheng-chia, an official with the Pingtung Fire Agency, referring to a typhoon that struck Taiwan in August 2009, killing about 600.

In other parts of Pingtung, however, Morakot had caused significantly more damage than Tembin, he added.

The latest typhoon left five people injured in its path, including two firefighters, according to Taiwan's Central Emergency Operation Centre.

The weather bureau lifted its warning earlier Saturday as Tembin was downgraded to a tropical storm that was slowly moving away but warned of more rains in the south.

As of 0330 GMT, Tembin was 220 kilometres (140 miles) north-northeast of Dongsha island in the South China Sea.

With a radius of 150 kilometres and packing winds gusting at up to 101 kilometres an hour, it was moving west-southwest at seven kilometres per hour.

Ohio doctor helps perpetuate rape pregnancy ideas

COLUMBUS, Ohio (AP) ? The discredited notion that a woman's body can resist conception in a sexual assault has persisted in anti-abortion circles for decades, largely because of the efforts of a Cincinnati obstetrician who is considered a godfather of the movement.

Dr. John C. "Jack" Willke founded the National Right to Life Committee and wrote the influential 1971 "Handbook on Abortion," which has shaped the thinking of generations of anti-abortion activists.

Rep. Todd Akin's comments this week on rape and pregnancy helped upend a Senate race and roiled the Republican Party in a tough election year. But they reflect ideas that the 87-year-old Willke began peddling years ago.

"There's no greater emotional trauma that can be experienced by a woman than an assault rape," Willke wrote in 1999 in the journal Christian Life Resources. "This can radically upset her possibility of ovulation, fertilization, implantation and even nurturing of a pregnancy."

To anti-abortion activists, Willke is a revered figure. To abortion-rights activists, the onetime sex education lecturer perpetuates myths, eschews facts and ignores science. And to fellow physicians, his ideas are pure fiction.

After Akin's remarks, the American Congress of Obstetricians and Gynecologists said a woman who is raped "has no control over ovulation, fertilization or implantation of a fertilized egg. ... To suggest otherwise contradicts basic biological truths."

Still, the last time Willke appeared at the Ohio Statehouse, GOP lawmakers were "almost worshipful," recalled Cincinnati attorney Al Gerhardstein, an abortion-rights proponent who has often debated Willke. "He's always been a very sincere, passionate advocate for his cause. And I've always been wary that he doesn't let the facts get in the way."

The doctor and his wife, Barbara, have six children. They were prompted to write the handbook by their daughters, who complained about encountering what they regarded as bad information on the subject in college.

The book became an instant touchstone for the anti-abortion movement, selling 1.5 million copies at the height of the sexual revolution.

The authors asserted that a douche, vaginal scraping and medications administered quickly after a rape "invariably" prevents pregnancy. "If the rape victim would report her assault properly, there would be, for all practical purposes, no pregnancies from rape," the couple wrote.

In an interview Monday with The Associated Press, Willke stood by the 1999 article that said sexual assault brings on hormonal changes that could interfere with conception. He also defended Akin, saying the congressman's main mistake was a reference to "legitimate rape," not his statement that women rarely get pregnant from sexual assault.

Anti-abortion activist Janet Folger Porter has Willke's handbook in her reference library. She said it's popular worldwide because it isn't filled with emotional arguments and religious dogma, but hard facts.

"It's spelled out in Q-and-A form," she said. "The whole thing is not Dr. Willke's opinion or dissertation on the issue. It's independent studies, all of them cited, by issue."

The son and grandson of doctors, Willke married Barbara, a nursing professor, writer and lecturer, in 1948. Together they taught pre-marriage and marriage courses for the Catholic church, and became a popular doctor-and-nurse team speaking on sex, love and eventually abortion. Their first book was "The Wonder of Sex," a 1964 sex education guide.

Willke built a busy obstetric practice and emerged as Cincinnati's leading expert on conception.

After the Supreme Court's landmark Roe v. Wade decision legalizing abortion, he put himself at the center of the issue, appearing frequently at protests, Capitol Hill hearings and on national television. He quit practicing medicine in 1988 to devote his full energy to the movement he helped create.

Gerhardstein said the Republican-controlled state Legislature still defers to Willke. Last spring, Willke visited the Statehouse to promote a bill that would impose the nation's most severe abortion restriction, limiting the procedure at the first detectable fetal heartbeat.

After a hearing on the bill, which is still stalled, Willke was invited by the Republican House speaker to ascend the dais and address the assembled legislators.

"I'm thinking, boy, I've never gotten that kind of treatment," Gerhardstein recalled.

Spacetime: A smoother brew than we knew

ScienceDaily (Aug. 23, 2012) ? Spacetime may be less like beer and more like sipping whiskey. Or so an intergalactic photo finish would suggest.

Physicist Robert Nemiroff of Michigan Technological University reached this heady conclusion after studying the tracings of three photons of differing wavelengths that were recorded by NASA's Fermi Gamma-ray Space Telescope in May 2009.

The photons originated about 7 billion light years away from Earth in one of three pulses from a gamma-ray burst. They arrived at the orbiting telescope just one millisecond apart, in a virtual tie.

Gamma-ray bursts are short-lived bursts of gamma-ray photons, the most energetic form of light. They can originate far across the universe, and astronomers believe many are caused by giant stars collapsing, often billions of years before Earth was formed.

"Gamma-ray bursts can tell us some very interesting things about the universe," Nemiroff said. In this case, those three photons recorded by the Fermi telescope suggest that spacetime may not be not as bubbly as some scientists think.

Some theories of quantum gravity say that the universe is not smooth but foamy -- made of fundamental units called Planck lengths that are less than a trillionth of a trillionth the diameter of a hydrogen atom. Planck lengths are so small that there's no way to detect them, except via photons like those that make up gamma-ray bursts.

Here's why. The wavelengths of these photons are some of the shortest distances known to science -- so short they should interact with the even smaller Planck length. And if they interact, the photons should be dispersed -- scattered -- on their trek through Planck length-pixelated spacetime.

In particular, they should disperse in different ways if their wavelengths differ, just as a ping pong ball and a softball might take alternate paths down a gravely hillside.

You wouldn't notice the scattering over short distances, but across billions of light years, the Planck lengths should disperse the light. And three photons from the same gamma-ray burst should not have crashed through the Fermi telescope at the same moment.

But they did, and that calls into question just how foamy spacetime really is. "We have shown that the universe is smooth across the Planck mass," Nemiroff said. "That means that there's no choppiness that's detectable. It's a really cool discovery. We're very excited."

(AP) ? Penn State's disgraced former president is trying to convince the public he had no idea that Jerry Sandusky was a child molester ? and that he most certainly did not protect one.

With a network TV appearance, a magazine interview and a news conference held by his lawyers, Graham Spanier portrayed himself Wednesday as the innocent victim of a witch hunt and a rush to judgment by former FBI Director Louis Freeh, whose university-commissioned report on the sex-abuse scandal prompted the NCAA to hit Penn State with a $60 million fine and other sanctions.

Freeh, hired by Penn State trustees to conduct an internal probe of the scandal, released a report last month that accused Spanier, Hall of Fame coach Joe Paterno and other top university officials of concealing a 2001 abuse allegation against Sandusky to protect the university from bad publicity.

Spanier told The New Yorker magazine he was stunned by Freeh's allegation.

"There's no logic to it," Spanier said. "Why on earth would anybody cover up for a known child predator? Adverse publicity? For heaven's sake! Every day I had to make some decision that got adverse publicity."

In an interview that aired on "Nightline" late Wednesday night Spanier told ABC-TV, "Never in my time as president of Penn State did I ever ? ever once ? receive a report from anyone that suggested that Jerry Sandusky was involved in any child abuse, in any sexual abuse, in any criminal act."

Spanier told ABC that he knew only that Sandusky had been seen engaging in "horseplay" in a campus shower with a boy in 2001 and he took that to mean "throwing water around, snapping towels."

"I wish in hindsight that I would have known more about Jerry Sandusky and his terrible, terrible hidden past so that I could have intervened because it would have been my instinct to do so," he said.

Sandusky was convicted in June of sexually abusing 10 boys. He awaits sentencing on 45 counts.

Spanier's lawyer, Timothy Lewis, excoriated Freeh as a "biased investigator" who relied on speculation and innuendo to support a preordained conclusion.

At a news conference in Philadelphia, Lewis ? like Freeh a former federal judge and prosecutor ? complained that Freeh never interviewed key witnesses, ignored inconvenient facts and manipulated the truth.

He called the report "a flat-out distortion of facts so infused with bias and innuendo that it is, quite simply, unworthy of the confidence that has been placed in it."

The Freeh group said Wednesday that it stands by its work.

Crisis communications expert Jason Maloni said Spanier and his lawyers may be going on the offensive now because he hopes to resurrect his academic career, and wants "to create some sort of reasonable doubt with a potential jury." Spanier has not been charged, but the criminal probe remains open.

The Freeh report, Maloni said, is a formidable hurdle for Spanier, who led Penn State for 16 years until his ouster several days after Sandusky was charged with serial child abuse.

"He's not going to have much luck deflating the Freeh report," said Maloni, senior vice president of Levick, a strategic communications firm in Washington, D.C. "Louis Freeh's got a lot of credibility and he has a strong reputation in this field as a straight shooter. This might be too little too late for Graham Spanier."

Freeh's investigation uncovered documents that suggest Spanier had deeper knowledge of the Sandusky complaints, including an email in which the president appeared to agree with athletic director Tim Curley's decision to keep the 2001 assault from child-welfare authorities, and instead work directly with Sandusky and Sandusky's charity for at-risk youths.

"The only downside for us is if the message isn't 'heard' and acted upon, and we then become vulnerable for not having reported it," said Spanier's email, dated Feb. 27, 2001. "The approach you outline is humane and a reasonable way to proceed."

Spanier told ABC-TV that he doesn't remember the memo "but it sounds like me."

The word "vulnerable," Spanier said, "may not have been the best choice of the term" but was "a reaction to the possibility that we didn't want this to happen and if he didn't accept that and understand it, we would be disturbed by it and perhaps need to take further action. But the message we got back was that he heard the message and was agreeable."

Spanier's lawyers said Freeh took the email out of context.

The report, Lewis complained, assumes former graduate assistant Mike McQueary told Paterno in 2001 that he saw something sexual in a locker room shower, and that Paterno echoed that to Curley and vice president Gary Schultz. Freeh likewise assumes that they in turn told Spanier the same thing.

"Curley and Schultz have denied that they ever told Dr. Spanier anything of the sort," Lewis said. "'Horseplay' was referred to over and over again, but never with any sexual connotation or suggestion of abuse. But Judge Freeh paid no attention to that."

Schultz and Curley are charged with lying to a grand jury and failure to report suspected child abuse. They have pleaded not guilty. Their lawyers released a statement Wednesday agreeing with Lewis's critique of the Freeh report.

Spanier's lawyers said they don't know whether their client will be charged, but "we don't think there's a scintilla of evidence to support an indictment," attorney John E. Riley said.

Right to Healthcare: Challenges in Financing Healthcare - Ravi ...

The Third People?s Health Assembly was held in July in Cape Town, South Africa with its theme of ?Health for All Now?. Developing countries which transformed public health systems under the structural adjustment policies into insurance-based health models have failed in providing healthcare to the poor. Where does India stand in relation to the ruling United Progressive Alliance?s commitment to take public health spending to 3% of the GDP by 2012?

Ravi Duggal (rduggal57@gmail.com) is an independent health researcher and is associated with the International Budget ?Partnership and the People?s Health Movement. The Third People?s Health Assembly (PHA 3), organised by the People?s Health Movement (PHM), was held in July in Cape Town, South ?Africa. The theme of this third edition was ?Health for All Now? and the debates were around the issues of universal access and coverage. With over 800 participants from 90 countries a rich repertoire of experiences were shared across 109 sessions of plenary, sub-plenary and workshops spread across six days, ending with a rally on the streets of Cape Town on 11 July 2012 (http://www.phmovement.org/en/pha3). The assembly discussed a wide range of health and related issues, including the political and economic context of health, comprehensive primary healthcare, social determinants of health, universal coverage, mobilising for health, etc. The universal access and financing of healthcare for such access underpinned the discussions across the various sessions. The discussion on financing for healthcare was contextualised within the global architecture of finance capital which dominates the economics and politics of our world. The learning from global experience presented at the PHA 3 showed that to move closer towards universal access to healthcare governments need to spend over 15% of their budget or at least 4% to 5% of their gross domestic product (GDP) for healthcare. The Organisation for Economic Co-operation and Development (OECD) countries, with the sole exception of the US have universal access to healthcare accessible to all at little or no direct cost at the time of accessing the care. These governments spend between 5% and 8% of their GDP on health; the US government spends nearly 9% of its GDP (its total expenditure on health is a whopping 17% of GDP) and yet 50 million people do not have adequate access to healthcare in that country. This is due to the way in which healthcare is financed: it is predominantly insurance-based. In the last two decades a number of middle-income countries and a few low-income countries have also reached near universal access for their respective populations and these include Brazil, Mexico, Venezuela, Costa Rica, Thailand, Malaysia and Sri Lanka among others. Countries like Rwanda, Ghana, Kenya, Uganda, and South Africa are rapidly moving in that direction while India, China and Indonesia are also in queue debating their model and approach. We were told an interesting story at the assembly of why the two latter groups may not realise universal access to healthcare. Mauricio Torres-Tovar (Colombian Health Model: Exportable, Depending on the Interest of the Market) spoke about the Colombia model that failed. Colombia had a reasonable public health system which under the structural adjustment policy of the World Bank was transformed into an insurance-based health model that privatised the healthcare system in Colombia and destroyed the public health system. The African and Asian countries mentioned above are following precisely the Colombia model and their story is not likely to be very different! One of the key understandings that emerged from the discussions on financing healthcare was about the fiscal space in public budgets to make adequate budgetary commitments for healthcare. To make this possible the following sets of postulates have to be realised: ? Tax: GDP ratio should be above 25%, preferably at least 30%, because such a volume of revenues makes enough space to strengthen social sector allocations like education, health and welfare. ? The taxation must be progressive, that is, most of it should come from income and corporate tax. ? Financing of healthcare must be predominantly tax based. ? Governments have to commit close to 5% of GDP to realise universal access to comprehensive primary healthcare. ? Healthcare should be recognised as a public or social good, and there should be a constitutional and/or legal mandate guaranteeing right to healthcare. ? The tax base needs to be expanded and collection of taxes should be maximised by strengthening the mechanisms for tax collection. ? Tax evasions, including flow to tax havens, need to be strictly curbed so as to maximise government revenues. ? Tax expenditures (or revenues forgone) should be minimised so that the maximum potential of tax revenues is realised. ? All subsidies to the corporate sector need to be made transparent so that accountability is possible. ? The huge volume of speculative transactions in foreign exchange, commodities, shares and securities should be subject to a financial transaction tax to generate additional revenues for social ? Budget transparency and access to the entire range of budget information is assured so that all financial transactions of the governments at different levels can be held to account. ? Finally, a social movement to politicise healthcare would have to exert the demand-side pressure for right to healthcare. All of the above are linked to strong democratic functioning of governments and the latter can only be assured if an active civil society exists and demands accountability. Most developing countries lack most of the above postulates and many of the above are interdependent. For instance if a country has a tax-GDP ratio of over 25% then it is most likely that it has a strong tax administration, is curbing tax evasion, has a progressive tax regime, and a reasonably large tax base. Reducing Out-of-Pocket Burdens Let us take the example of India. The tax-GDP ratio for 2010-11 was 15% (centre and states combined)(1), revenues forgone by the centre for the same year was 81% of the net taxes of the central government(2), the public health expenditure for centre and states combined was just 1.1% of GDP or 3.7% of total government expenditure(3), tax evasions and transfers to tax havens are huge, speculative transactions for securities, shares, commodities, forex, including derivatives, is phenomenal averaging daily more than 2% of annual GDP (just forex and government securities in May 2012 averaged daily 1.8% of GDP ? EPW, 23 June 2012), the tax base is very small and the social movement for right to healthcare is weak. The consequence of such a scenario,even though India has one of the highest economic growth rates in the world, is that public commitment to health and healthcare is weak despite the United Progressive Alliance (UPA)?s political commitment of reaching 3% of the GDP for public health spending by 2012. In the last two years there has been a huge debate in India on universal coverage(4), including the appointment of the High Level Expert Group (HLEG), but both the Ministry of Health and the Planning Commission are chewing over the recommendations of the report and trying to work out ?schemes? like universal access to medicines or universal healthcare insurance, etc, instead of politically committing to accept the entire package of recommendations of the HLEG and implementing it. It is precisely this fragmented approach of converting comprehensive primary healthcare into schemes or vertical programmes that has prevented most developing countries from moving towards universal access to healthcare and this was condemned across the board at the PHA 3. To change this scenario, the fi scal space as discussed above has to be expanded and appropriate political will demonstrated to accomplish it. The PHM has recognised these problems and is presently finalising a call to action emerging from Cape Town which will include the need for this movement to engage with health financing, taxation and budget issues in the struggle for health for all people of this world. Another issue from the resources point of view which was raised at the PHA 3 was the concern about the huge South-North flows of doctors, nurses and other technicians. A valuation of this shows that often such flows are more than the foreign debt-burden of the concerned country and hence compensation for this or a swap with debt needs to be advocated for. Further, there is also a commitment from the PHM to advocate for changes in the global financial architecture by pushing the international governance institutions to rein in and regulate the transnational corporations and finance capital through regulation of transfer pricing, and the establishment of the financial transaction tax. All these efforts will certainly contribute to moving closer to realise the dream of ?Health for All Now?. The very first "office space" where Pinterest was born is now at risk of being shut down.

Hacker Dojo, one of Silicon Valley's most prized collaborative workspaces, is in the process of raising money to retrofit its office and avoid being shut down, The New York Times reports.

Hacker spaces like Hacker Dojo (nestled in the heart of Silicon Valley) and Noisebridge (in the edgy Mission District in San Francisco, an up and coming startup-heavy neighborhood) are beloved among entrepeneurs because they bring a bunch of smart developers under a single roof. Whenever you have that many smart people in the same room, great ideas tend to emerge.

Hacker Dojo charges rogue developers $100 a month to have access to the space, which includes office supplies, bike racks and other perks.?Often they'll hold makeshift classes, such as a beginner's session on the Python programming language ? resources you would never have access to otherwise.

As a result, founders and curious would-be entrepreneurs can lean on these "dojos" instead of having to go through the arduous process of finding funding for an office space or getting accepted into Y Combinator or other incubators, and won't have to give up equity.

The other option is to work from home, which in addition to being lonely and devoid of other entrepeneurs, can be disheartening and have an annoying lack of resources. You hear stories about entrepeneurs scraping together a prototype while eating dried ramen ? with places like the Dojo, the reality is much softer and much more welcoming.

In short, hacker havens like the Hacker Dojo actually lead to more entrepeneurs being willing to venture out on their own and try to build companies.

But given that it's just a retrofitted warehouse, it doesn't have the requirements of an office building ? like fire escapes and wheelchair-accessible bathrooms.?That's led city officials to come down on the hacker space, which also served as the west coast office of the designers of the Pebble watch, the Times reports.

?If they can?t comply, they can?t use the building as they want to,? said Mountain View's chief building officer Anthony Ghiossi told the Times.

The Dojo has so far raised more than $170,000 for retrofits amounting to about $250,000 ? from Google included, the Times reports. It also has a Kickstarter campaign running, which has raised more than $40,000.

Granted, it's for safety precautions, and it sounds like Mountain View is trying to work things out with the Dojo. But having visited a number of these spaces, getting snagged by a technicality is a horrible way to go down.
