Asia stocks rise on hopes for Greece debt fix

(AP)? BANGKOK ? World stock markets rose Wednesday after Greece indicated a willingness to commit to spending cuts to secure its bailout and moves by Japan's central bank to support the economy lifted its powerhouse export sector.

Benchmark oil rose above $101 per barrel while the dollar fell against the euro and was steady against the yen.

European shares rose in early trading. Britain's FTSE 100 gained 0.2 percent to 5,912.27 and Germany's DAX added 1.1 percent to 6,799.65. France's CAC-40 gained 0.7 percent to 3,399.91.

Wall Street was set to head higher, with Dow Jones industrial futures rising 0.4 percent to 23,893 and S&P 500 futures adding 0.4 percent to 1,353.30.

The gains followed strong advances in Asia. The Nikkei 225 index in Tokyo soared 2.3 percent to close at 9,260.34, its highest close since Aug. 5. The surge comes a day after the Bank of Japan announced a further loosening of monetary policy through increased purchases of government bonds, raising hopes the yen's strength could abate.

South Korea's Kospi gained 1.1 percent to 2,025.32. Hong Kong's Hang Seng jumped 2.1 percent to 21,365.23, its highest finish since Aug. 4. Australia's S&P/ASX 200 index closed up 0.3 percent at 4,253.40. Benchmarks in Singapore, Taiwan and Malaysia also rose while Indonesia and New Zealand fell.

Markets found hope in reports quoting Greek government officials as saying party leaders would promise by Wednesday to implement deep spending cuts and other reforms.

That came after talks to extricate Greece from a two-year debt crisis appeared to unravel late Tuesday after European finance chiefs canceled a meeting to discuss a second international bailout for the country.

The meeting was called off after Athens failed to deliver on several demands made by its partners in the euro currency union. Greece needs a $171 billion (euro130 billion) bailout by March 20 to avoid a default that could rattle the world financial system.

The country has already passed some of the deep spending cuts its lenders were demanding but hasn't really satisfied anyone. Greeks have rioted, saying the cuts are too harsh, and Greece's neighbors have expressed concern that the cuts are not enough.

Greece also said its economy shrank drastically at the end of last year, and Europe is expected to report Wednesday that the economies of the 17 countries that use the euro shrank 0.4 percent after growing 0.1 percent the quarter before.

Late Monday, Moody's also downgraded its debt ratings on six European countries, including Italy, Portugal and Spain. Moody's also said it might cut France, Austria and the U.K. as well.

Japanese exporters rose sharply as the persistently strong yen showing signs of abating on the heels of the central bank's surprise announcement Tuesday. Mazda Motor Corp. jumped 8.3 percent and Toyota Motor Corp. surged 4.7 percent. Sony Corp. was 5.7 percent higher. Nintendo Co. added 4.5 percent.

But shares of Japanese computer chip maker Elpida Memory Inc. plunged 14.4 percent, after the company said Tuesday that talks were not going well with other companies on investments, loans and partnerships to improve its dire financial conditions.

South Korean technology shares jumped. Samsung Electronics Co. added 5.1 percent while Hynix Semiconductor Inc. gained 5.3 percent.

Mainland Chinese shares advanced with the benchmark Shanghai Composite Index climbing 0.9 percent to 2,366.70, its highest close this year. The Shenzhen Composite Index gained 1.5 percent to 925.99.

A pledge by China's central bank governor, Zhou Xiaochuan, for China to continue investing in crisis-stricken Europe helped fuel the rally, said Peng Yunliang, an analyst based in Shanghai.

"Trading volume was about 30 percent more than yesterday and investors expect the authorities to boost liquidity," he added.

Shenzhen-based Dongfang Electronics Co. and Gohigh Data Networks Technology Co. both hit the daily upside limit of 10 percent on expectations that authorities will promote further development of the Internet as a national strategy.

Benchmark oil for March delivery was up 74 cents to $101.48 per barrel on the New York Mercantile Exchange. The contract fell 17 cents to finish at $100.74 per barrel on the Nymex on Tuesday.

In currency trading, the euro strengthened to $1.3158 from $1.3095 late Tuesday in New York. The dollar slipped slightly to 78.43 yen from 78.45 yen.

Bangkok: Has the deadly Israel-Iran feud gone global?

BANGKOK, Thailand ? As clandestine bomber hideouts go, it was a desirable posting: a two-story, gingerbread-colored residence on a leafy Bangkok backstreet where most homes host live-in servants.

But this safe house, gutted Tuesday by a C4 plastic-explosives mishap, is secure no?more. Its occupants, who sometimes called themselves Israelis but hold Iranian?passports, have drawn this upscale neighborhood into an Israeli-Iranian conflict now?boiling over into capitals far flung from the Middle East.

Bangkok?s blasts were preceded by Monday car-bomb attacks targeting Israeli diplomats in New Dehli, India, and Tbilisi, Georgia. Though only semi-successful -- the blasts produced injuries, but no deaths -- the attacks? perpetrators fared far better than the bumbling cell in Bangkok.

?I heard this loud sucking sound and then ? boom! ? the roof just exploded,?said Mayumi Nagai, a Japanese clarinetist and music teacher who witnessed the safe house explosion. ?Then two men came running out with backpacks.?

A third man, she said, also emerged and appeared severely dazed by the presumably accidental blast. ?There was a lot of blood running down his cheek,? Nagai said.

This person, she believes, is Saeid Morati, the man who would moments later lob explosives on a busy thoroughfare, blowing out shop windows and nearly destroying a neon-pink taxi after its driver refused to pick him up. Three Thais were wounded by his bombs.

The last bomb he chucked missed its target: Thai police in pursuit. Instead, it blew off both his legs?(note: link contains graphic footage). Mobile phone footage shows Morati writhing on the sidewalk, screaming in agony, muscle tissue hanging in ribbons from his twin stumps. His blue jeans hung from a nearby tree branch.

As Morati clings to life in a Thai hospital, the forces that funded, trained and supplied his underground bombing cell are hotly disputed by Israel and Iran.

Israeli authorities have wasted no time in linking the Bangkok cell to assassination?attempts in India and Georgia. Israel?s defense minister, Ehud Barak, proclaimed that?the incidents in Thailand prove that ?Iran and its proxies are continuing to act in the?ways of terror.?

This is substantiated by Iranian passports Thai police found on Morati ? who is?reportedly 28 ? and another suspect detained in Bangkok?s international airport as he tried to board a flight to Malaysia. Other men from the cell, according to Thai police, are still being hunted.

Though more guarded than their Israeli counterparts, the U.S. State Department?officials also refer to ?Iranian fingerprints? on the blasts in India, Georgia and Thailand.?An unidentified Thai intelligence official reportedly told the Agence France-Presse outlet?that the cell is, indeed, an ?assassination squad? sent to kill Israelis.

Iranian authorities, however, claim just the opposite.

In a statement, Iran?s foreign ministry insisted that ?elements of the Zionist regime are?responsible for this crime.? Iran?s government accuses Israel of killing four Iranian?nuclear scientists since 2010. Tensions between the two nations have crescendoed as?Israel warns, in increasingly alarming tones, that Iran is on the brink of unlocking the?secrets of nuclear weaponry.

Unlike other nearby homes, the now-ruined Bangkok safe house employed no maid and?appeared only sporadically occupied, according to servants residing on the street. The?men neighbors saw rushing from the home just after it exploded claimed, in earlier?chats, to be Israelis.

?They would say, ?We?re Israelis? but they seldom talked to anyone,? said Khanchai?Chompuwiset, a domestic worker employed across the street. ?They wouldn?t make any?noise. You?d just see a light on at night.?

The home, surrounded by a low wall, is a short stroll to swank nightclubs on Bangkok?s?trendy Ekkamai Road and cutesy coffee shops. It?s also a five-minute walk from the?Tehran-funded ?Culture Center of the Islamic Republic of Iran.? The institute?s Web site?decries the deaths of Iranian nuclear experts and warns that Israel and other ?arrogant?powers? should not prevent Iran from acquiring ?peaceful nuclear technology.?

Thai-speaking Iranians at the center, sipping coffee behind a locked gate, politely?declined to speak about the explosions up the street or their recently detained
countrymen. ?We don?t have anything to say,? said a bearded man through the gate?s?iron bars.

Adding confusion to the cell?s disputed origins is its ineptitude. Were it not for the?mishandling of their C4 trove, which shredded their safe house and blew out its roof, the?bombers might have remained undetected. Morati?s wild behavior ? throwing a bomb at?a taxi in apparent anger -- also suggests shoddy training.

?The attacks in India, Georgia and now Thailand have all been highly amateurish,? said?Will Hartley, an analyst with the US-based private intelligence service IHS Jane?s,?according to Bloomberg.

The incidents, he said, ?lack the sophistication that would normally be expected from an?operation? by the Quds Force, the Iran military?s elite foreign ops wing, or Hezbollah,?the Iran-backed Shiite militant group.

Still, with perseverance, even amateurish bombers can eventually hit their mark. The??heightened vigilance? among security forces in the world?s capitals might not be?enough to ward off more attacks against Israeli officials abroad, according to analysis by?the Stratfor Global Intelligence agency.

?If this apparently concerted targeting of Israeli diplomats continues,? the agency wrote,??they may eventually succeed.?

With not much known about fibromyalgia, little research has been conducted on alternative treatment methods for this condition. In a study released in the 2011 ?Journal of Pain,? researchers ? Curtis, Osadchuk and Katz ? studied the effects on female fibromyalgia patients. Curtis, Osadchuk and Katz looked into musculoskeletal pain, fatigue, depression and decreased levels of cortisol ? also known as hypocortisolism.

Twenty-two participants were recruited for the study to participate in two 75 minute yoga classes weekly for eight weeks. Curtis, Osadchuk and Katz measured the cortisol levels of participants prior to beginning yoga. Study participants were also given a survey to complete prior to beginning yoga classes. The survey pertained to pain levels. Participants were asked to rate pain based on quality, intensity, areas of pain, acceptance, disability, unpleasantness and catastrophizing. This survey was also filled out at the middle of the study and at the conclusion of the eight week yoga program.

The type of yoga class completed during this study was known as Hatha yoga. Hatha yoga was introduced by Yogi Swatmarama ? a Hindu sage in 15th century India, who also comprised the Hatha Yoga Pradipika. The term hatha comes from the Sanskrit words ?ha? and ?tha.? ?Ha? means sun and ?tha? meaning moon. Hatha yoga units pairs of the opposite and refers to positives and negatives. Hatha yoga focuses on postures, energy control, purification, centers of energy, instinct, muscle force, channels, symbolism gestures, channels, sacred force and technique. Yoga practitioners often use Hatha yoga to cure and prevent minor issues of the musculoskeletal system. Hatha yoga can also help to reduce stress and other issues of the mind.

The results of this study were measured by statistical analysis. Repeated measures of analysis of variance ? or an ANOVA test ? indicated that the mean standard deviation ? SD ? scores improved significantly from the start of the eight week yoga program to the end of the yoga program. Participants saw a decrease in continuous pain, pain acceptance, catastrophizing and mindfulness. This study also yielded results on the levels of cortisol in participants. Cortisol levels where significantly higher at the end of the program than they were pre-intervention.

The results of this study are encouraging for females who suffer from fibromyalgia. The study suggests that participation in Hatha yoga can reduce pain and catastrophizing. Hatha yoga can also help to increase pain acceptance and mindfulness. Hypocortisolism was also able to be reduced.

As with any study, there are limitations. A lack of control group is one limitation to this study. Twenty-two participants in a study is also a relatively small sample size. The gender of study participants is also a limitation. While more women suffer from fibromyalgia than men, this study cannot generalize findings across the board.

Regardless of limitations, this study has positive outcomes that suggest the use of yoga can be beneficial in managing the psychological as well as the physical pain in women suffering from fibromyalgia.

If you are a female ? or a male ? suffering from fibromyalgia, talk to your doctor prior to beginning alternative treatment methods for fibromyalgia. Your doctor can determine if you are healthy enough to participate in yoga, suggest a type of yoga for you to participate in and determine how frequently you should participate in yoga. With little research conducted on the use of yoga for fibromyalgia patients, it is important to remember that results may vary. A treatment method that works for one individual may not be successful for another individual. While participating in yoga, never work through extreme pain. Should you experience extreme pain or discomfort during yoga, discontinue yoga and contact your health care provider.

Exempt income up to Rs 3 lakh from I-T: Parliamentary panel

The skewed personal income tax collection pattern of the government has prompted the Parliamentary Standing Committee on Finance to suggest moderately higher taxes for those who earn more and greater relief for small taxpayers. In fact, it has suggested that the tax should kick in only at annual income levels of Rs 3 lakh and more.

According to latest data collected by the Income Tax department, of the 300 million taxpayers in the country, just 1,85,000 individuals earn over Rs 20 lakh a year. But this small group pays Rs 53,170 crore in personal income tax. The broad categorisation of tax payers shows that individuals in Rs 0-10 lakh comprise almost 92 per cent of the total taxpayer base, but they contribute only Rs 21,094 crore, less than 40 per cent of the amount collected as taxes from the small group earning over Rs 20 lakh a year. The tax payers within the income slab of Rs 10-20 lakh per annum ? 3.35 lakh tax payers ? paid Rs 10,185 crore to the government, the data showed.

The stark contradiction has prompted the standing committee to suggest that the government should restructure the current tax regime, making it more progressive so that individual tax payers and corporate can be shielded from regressive effects of the present structure. Accordingly, the committee suggests that the tax slab attracting nil rate should be raised from Rs 2 lakh proposed in the Direct Tax Code to Rs 3 lakh so that the department can channelise its resources in minimising the compliance and transaction cost.

?The character of the tax regime should change and it should be made more progressive. This would entail greater relief for small tax payers?both individuals and corporate ? and moderately higher rates for tax payers in the higher bracket,? the Parliamentary panel has said.

The panel, currently vetting the proposed DTC has questioned the rationale of the existing tax slabs pointing out that most taxpayers ? 2.02 crore of the total 3 crore ? fall under the income slab of Rs 0-2 lakh. The number of tax payers further falls to 56.73 lakh in the income slab of Rs 2-4 lakh, making it around 72 per cent in the lowest income bracket for tax purposes. The panel noted that the department should not ?diffuse their energies and spread their resources thin over handling such a large number of tax payers with low income potential?.

Another anomaly, the committee has said, lies in the corporate tax structure.

The data shows that the tax collected in the income slab of Rs 0-100 crore is Rs 44,016 crore while that in the income slab of Rs 100-500 crore is Rs 23,421 crore, and Rs 54,558 crore in the above Rs 500 crore slab.

Finance and Economic ? Obama budget: Tax plans aim at rich

Raise taxes on those making more than $250,000. Limit deductions for the wealthy. Make an expanded college tax credit permanent.

Sound familiar?

When it comes to taxes, President Obama?s 2013 budget proposal released Monday includes a host of repeat performances.

In fact, many of the proposals he makes have appeared in every budget Obama has put out since taking office.

One addition this year: a so-called Buffett Rule to ensure that those making more than $1 million pay their "fair share," which President Obama has defined as paying at least 30% of their income in taxes.

But his budget proposal offers few new details about how the Buffett Rule would actually work, other than to say it would be "equitable, including not disadvantaging individuals who make large charitable contributions." The fiscal blueprint reiterates that the Buffett Rule is a guiding principle for overhauling the tax code.

Obama?s tax record

Obama includes other more concrete, oft-made proposals that would increase the tax bite on high-income households, while calling for expanding or making permanent other tax breaks for the middle class.

Of course, the reason so many of the president?s earlier tax proposals appear again in his fiscal year 2013 budget is because they have yet to be adopted by Congress.

And they aren?t likely to gain much traction this year, either, given that election-year politics is expected to shut down policy-making in the divided Congress until after Nov. 6.

But the budget frames Obama?s priorities on individual taxes as he stumps for re-election. As a preview, here are some of the highlights. (Bush tax cuts: The real endgame)

Extend most of the Bush-era tax cuts: Set to expire on Dec. 31, the 2001 and 2003 income tax cuts continue to be ground zero for partisan warfare.

From his days on the 2008 campaign trail, Obama has said he wants to make the tax cuts permanent for the vast majority of Americans. The only exception: He wants to let the top two tax rates ? currently 33% and 35% ? revert to their pre-2001 levels of 36% and 39.6%.

Most folks in the top two brackets, however, would still benefit from the continuation of the 10%, 15%, 25% and 28% rates on the portion of their income subject to the lower brackets.

Change tax rates on investment income for the wealthy: The president would raise the long-term capital gains ? currently 15% ? to 20% on those making more than $200,000 ($250,000 if married filing jointly).

In the past, Obama proposed the same thing for qualified dividends. But in his 2013 budget, he is calling for dividends to be taxed as ordinary income for upper-income households. That would happen in 2013 anyway if Congress makes no changes to current law.

Obama?s 2013 budget: An overview

For everyone else the rate on investment income would remain 15% (or 0% for low-income households).

Modify estate tax: Obama opposes eliminating the estate tax, but for the past three years he has pushed to keep it at a more generous level than would be the case under current law, where it would revert to a $1 million exemption level and a top rate of 55%.

Instead the president would like to raise the exemption level to $5 million and lower the top rate to 35%. (Obama?s tax record)

Limit itemized deductions for high-income households: As he has done in past budgets, Obama will propose reducing the value of itemized deductions for individuals making more than $200,000 (or $250,000 if married filing jointly). Today, they can deduct 33% or 35% of a qualified expense. Under the president?s proposal, they would only be allowed to deduct 28%.

Currently, those in the top two tax brackets (33% and 35%) have taxable income of at least $178,650 if they?re single or $217,450 if they?re married filing jointly.

Raise taxes on investment fund managers? income: As most Americans have learned from Mitt Romney?s tax returns, managers of private equity, venture capital and hedge funds are only taxed 15% on the portion of their compensation known as carried interest.

Obama would like carried interest to be taxed as ordinary income, which means those managers would pay more than double the rate they currently pay.

Index the AMT: Obama has long supported permanently fixing the Alternative Minimum Tax to keep more than 20 million middle-class households from getting engulfed by the so-called wealth tax.

Congress typically passes temporary AMT "patches" every year to accomplish the same goal, but the president has called for it to be permanently patched. Doing so would increase the amount of income tax filers may exempt from consideration when calculating whether they need to pay the AMT.

Without the AMT patch, tax filers would only be able to exempt $33,750 in income if single or $45,000 if married filing a jointly. That is considerably less than the $48,450 that single filers and $74,450 joint filers may claim on their 2011 returns.

Should Congress embark on reforming the tax code, Obama is also proposing that the Buffett Rule should replace the AMT entirely. But that could be a costly proposition for federal coffers.

"Replacing AMT with a Buffett rule would almost certainly cost a lot in terms of lost revenue," said Roberton Williams, a senior fellow at the Tax Policy Center.

Settler: Unauthorized outpost to stay 2 more years

(AP) ? Israeli settlers from an unauthorized West Bank outpost said Monday they reached a deal with the country's government to allow them to stay put for two more years, despite Israeli Supreme Court orders to evacuate them next month.

The Migron settlement, built in 2001 on what authorities say is private Palestinian land, is seen as a test case for the Israeli government's resolve ? or lack thereof ? concerning unauthorized settlement outposts.

Israel will build an entirely new settlement on a nearby hilltop to house the evicted Migron dwellers, said Itay Chemo, spokesman of the Migron settlement. The decision comes despite an Israeli promise to the U.S. that it would not initiate new settlements in the West Bank, nor expand existing ones.

"We think it is a victory," Chemo said. "Finally there is an agreement to bring about justice, not just to destroy, and to take a little bit of national responsibilty."

He said a government representative reached an agreement with Migron settlers to delay their eviction until Israel finishes building the new settlement, which will take about two years and three months to complete.

He said that the government representative, Benny Begin, also promised that the evacuated outpost would be put to public use, such as for agriculture or tourism. Begin was unavailable for comment.

An Israeli government spokesman could not confirm the deal, which needs Supreme Court approval.

Israel promised the U.S. in 2003 to dismantle Migron and dozens more unauthorized settler outposts built on land Palestinians claim for a future state. But it has flouted that promise.

Migron was built in 2001 on what authorities say is private Palestinian land. Settlers say no Arab plaintiffs have yet proved land ownership. They say they have a God-given right to populate the West Bank.

The Israeli dovish group Peace Now objected to the proposal.
